Recommended Course of Action for the Implementation of Electronic Invoicing in Public Administrations

In this investigation solutions were defined and valued for the conversion to electronic invoices. Afterwards a recommended course of action is derived for the conversion of the electronic invoice exchange with the public administration at the national level. The utility value analysis shows teamwork within the project E-Docs.

The investigation indicates that the electronic invoice exchange shows consequently an important component of the so-called Electronic Government which describes as a generic term the application of information technology in the public sector to support authorities, the inclusion of citizens and the dismantle of bureaucracy. It hereby displays the increase in efficiency, effectiveness and transparency of processes in the E-Government, by not working on documents manually by hand anymore, but now digitally is grasped and is handed over in an electronic workflow. Besides, head attention lies on G2B relations ("Government to business") and G2G relations ("Government-to-Government"). The part G2C ("Government to Citizen") is becoming affected by this area by which the management issues their service invoices immediately to citizens.
